This style of cap bearing the Queens Crown essentially stayed the same until the demise of HMC&E, when many staff transferred over to the newly formed United Kingdom Border Agency (UKBA), and those that remained were merged with HM Inland Revenue to form HM Revenue & Customs (HMRC)
Keeping watching this page as I intend to add more pictures of caps!
My late father, who was Commander of HMRC VIGILANT during 1947 - 1953, had a cap very similar to the Chief Preventative Officer's that you show (with a white top, or black top, depending on the season), but with the portcullis repaced by a canted fouled anchor, similar to that you show for a petty officer of HMRC VIGILANT, however the anchor was of silver metal rather than being embroidered.
